三维视角下城市相对贫困群体的厘清与治理

Clarification and Governance of Relative Poverty Urban Groups from the Three-Dimension Perspective

随着绝对贫困问题的基本解决,相对贫困问题已成为影响我国经济社会发展的重要问题之一。习近平总书记多次强调,相对贫困问题将长期存在。为此,以城市相对贫困群体为研究对象的贫困问题研究将成为扶贫工作下一阶段的重要着力点。城市相对贫困群体问题治理的不好,对城市经济的发展具有很大的阻碍作用。所以,从收入支出、公平性、精神层面三个维度厘清城市相对贫困群体的范围,在收入支出维度通过善治提高相对贫困群体的收入;在公平性维度通过制度创新进一步缩小城市相对贫困群体的政策实施差别;在精神层面通过扶志手段引导城市相对贫困群体走出困境,以期解决城市相对贫困问题,进而促进城市经济发展。

With the fundamental eradication of absolute poverty,relative poverty has become a key problem affecting the economic and social development in China.General Secretary Xi Jinping has emphasized on many occasions that the problem of relative poverty will exist for long.The study of poverty problems targeted at relative poverty urban groups will become the focus of the next stage of poverty relief.The improper handling of the very groups will impede greatly the development of urban economy.Therefore,we should clarify the range of relative poverty urban groups from the three dimensions of income and expenditure,fairness and spirit aspect,and improve the income of the relative poverty groups through the good governance in the dimension of the income and expenditure;we should further narrow the policy implementation differences concerning these groups in the dimension of fairness;and we should guide these groups out of the dilemma through ambition-promotion measures in spirit aspect.Through these,we hope to solve the problems of relative poverty in cities so as to promote the development of urban economy.
