New Chapter for the Governance of the Yellow River in the New Era

黄河作为中华民族的母亲河,其上中下游个性迥异,治理手段也各不相同。黄河善淤、善决、善徙的特性使得黄河的治理和利用成为历朝历代治国安邦的根本任务。纵观历史上治理黄河的经验,有四个方面的经验可资借鉴:一是不能无计划地拓荒屯田;二是要进行堤防建设和调水调沙;三是通过开凿沟渠以达到黄河治理与利用并举;四是从维护中华民族根本利益和全局利益出发进行黄河治理。新时代黄河流域生态保护和高质量发展以维护中华民族根本利益和全局利益为出发点,以党的统一领导的显著优势和集中力量办大事的优势为支撑,定会完成黄河流域生态平衡的任务,实现大保护、大治理的目标。

Being the mother river of the Chinese nation,the Yellow River has different features along its stretch and different governance measures should be adopted.The Yellow River has been easily silted up,burst and changed its course,and the governance and utility of the Yellow River has been the fundamental task of state administration and national security in history.In retrospect,we can learn from four aspects of governance experience:(1)not reclaiming wasteland without a plan;(2)building banks,and regulating water and sediment;(3)integrating governance and utility by opening up irrigation canals;(4)conducting the Yellow River governance by maintaining the fundamental interest of the Chinese nation and the overall interest.For the ecological protection and high-quality development of the Yellow River basin,we should start with the fundamental interest of the Chinese nation and the overall interest,rely on the prominent advantages of the unified leadership of CPC and pooling resources to address major problems.We will definitely accomplish the task of ecological balance along the Yellow River basin,and realize the goal of great protection and great governance through overall coordination.
