中国特大城市社会治理的评估与发展——基于变异系数法的聚类分析

Evaluation and Development of Social Governance in Chinese Megacities——A Cluster Analysis Based on Variation Coefficient Method

“十四五”期间中国社会治理能力现代化仍面临着诸多挑战,设计一套科学性、系统性的评价体系有利于测度中国城市社会治理发展状况与进展,在政策层面上起到市域社会治理发展的战略导向作用。中国城市社会治理发展指数整体框架涉及指标体系构建、指标数据处理、评价指数计算等方面,结合国内外通用规则,糅合以往机会导向、过程导向和结果导向的三种指标体系设计思路,构建了包括3个二级指标、23个三级指标的城市社会治理评估指标体系。基于特大城市的相关年份数据,采用综合评价指数法、变异系数法和聚类分析可以对我国市域社会治理发展水平进行评估解析,为政府正确决策提供科学依据。

During the period of 14th FYP,a number of challenges on Modernization of social governance remind to be solved,designing a set of scientific and systematicevaluation system is useful to measure the development status and progress of UrbanSocial Governance in China,on thepolicy level,those evaluation system will also play a role in guiding Municipal Social Governance developmentwith strategic spirit.The General Design Framework for China Development Index of UrbanSocial Governance involvessystem construction,index data processing,the evaluation index calculation and so on.Combining general rule ofdomestic and foreign,this paper combines the previous three index system design ideas of opportunity-oriented,process-oriented,and result-oriented,and buildsa set of urban social governance evaluation index system including three secondary indicators and 23 tertiary indicators.Based on relevant year data from mega-cities,the comprehensive evaluation index method,coefficient of variation method,and cluster analysis can not only evaluate and analyze the level of social governance development in China's cities,but also provide a scientific basis for correct government decisions.
