The Complexity of Sports Public Service Supply and Governance Demand

在审视体育公共服务供给复杂性问题的基础上,分析体育公共服务供给的治理需求,目的是实现体育公共服务供给从“粗放型”到“精准化”的转变。采用文献分析法、逻辑分析法主要从体育公共服务管理的复杂性、体育公共服务供给侧结构性改革的复杂性两方面归纳揭示体育公共服务复杂性问题;明确治理与体育公共服务供给的逻辑关联、体育公共服务供给从管理到治理转变的契机与关键节点;提出:明确体育公共服务供给在国家治理体系中的定位、破解体育公共服务供给惯性治理机制、厘清体育公共服务供给中的政府职能来应对体育公共服务供给复杂性治理。

On the basis of examining the complexity of sports public service supply,this paper analyzes the governance demand of sports public service supply in order to realize the transformation of sports public service supply from"extensive"to"precise".By using the methods of literature analysis and logical analysis,this paper mainly discusses the complexity of sports public service management and the structural reform of sports public service supply side.It also clarifies the logical connection between governance and sports public service supply,and the opportunity and key node for the transformation of sports public service supply from management to governance In order to deal with the complexity governance of sports public service supply,the positioning of education public service supply in the national governance system,breaking the inertia governance mechanism of sports public service supply,clarifying the government function in sports public service supply.
