Boost the Modernization of the Pearl River Estuary Water Transport Safety Governance System and Governance Capability

Based on an analysis of the current situation and new demands of traffic safety in the Pearl River Estuary,the concept of special supervision area for the traffic safety in the Pearl River Estuary is put forward,incorperating the principles of rule of law as the foremost,beforehand prevention,solutions for both the symptoms and root cause,intelligent auxiliary treatment,source control,aiming at build a maritime traffic safety ecology characterized by seaworthiness,crew’s competence,proper loading,suitable environment and appropriate management,and vigorously promoting the modernization of the maritime traffic safety governmance system and capabilities in the Pearl River Estuary.
