Brief Analysis on Safety Management Practice of Yacht Lease and Associated Countermeasures

2019年海南省出台地方性规定,允许游艇开展整船租赁业务。在此背景下,文章对规定的主要特点进行了介绍,并对租赁游艇安全管理实践问题进行了思考,最后从完善海事相关监管制度、推动交通运输主管部门出台实施细则、指导俱乐部履行主体责任方面提出相应的管理建议。

In 2019,Hainan Province promulgated local regulations,which allow yachts to conduct whole-ship leasing business.Under such a background,the paper introduces the main characteristics of the regulations,and considers the practical problems on the safety control of yacht leasing.Furthermore,it puts forward corresponding management suggestions from the aspects of improving relevant maritime administrative regulations,promoting the development of implementation rules by competent departments,and guiding yacht clubs in fulfilling their main responsibilities.
