迅速发展的智能化技术彻底打破传统国际战略对抗模式,不断扩大国际行为主体的能力代差使得资本与技术获得“超级权力”,给社会安全带来一系列新的挑战,进一步加剧人们的“技术恐慌”。本文认为,基于国家安全出现的新特点,必须加强智能化条件下的国家安全管理,完善智能化安全发展战略、构建智能化技术风险评估机制、规范智能化技术设计价值导向、搭建智能化社会治理新型框架并开展智能化风险管控国际合作,切实让这一技术更好地造福人民和社会。

The rapid development of intelligent technology completely break the traditional international strategic confrontation model and expand the ability of international actors.Capital and technology are greatly empowered,bringing a series of new challenges to social security and further aggravating people’s“technological panic”.Based on the new features of national security,it is necessary to strengthen national security management under intelligent conditions,improve intelligent security development strategy,construct intelligent technology risk assessment mechanism,standardize the value orientation of intelligent technology design,build a new framework of intelligent social governance,and carry out international cooperation in intelligent risk control,so that this technology can contribute for the better benefit of the people and society.
