“一带一路”创新治理机制探析--基于全球政治社会学的视角

Exploration and Analysis of Governance Mechanism on Innovations along the Belt and Road--From the Perspective of Global Political Sociology

“一带一路”创新治理已经成为中国积极参与国际创新治理、弥补全球治理赤字的重要突破点,其创新治理机制建设亟待深入探讨。与国际政治研究的传统视角不同,文章基于全球政治社会学的视角来探讨“一带一路”创新治理机制,借助全球“社会政治构成”概念,提出了包括利益表达机制、磋商机制、利益分享与利益补偿机制、协议机制、协调机制与纠纷解决机制等在内的五大基本机制。基于对这些机制的探讨,文章对“一带一路”创新治理机制的规则建设进行了深入思考,并提出了相关政策建议。

Governance of Innovations between China and Belt and Road Countries has become an important breakthrough in China’s efforts to participate in the global governance system and cover the global governance deficits. It’s urgent to analyze the mechanism building of innovation governance. Unlike traditional perspective of international politics, this paper is to research from the perspective of global political sociology, and based on the conception of global social political structure. This paper argues to build and improve the mechanisms of expressing interests, consulting, sharing benefits and compensating losses, reaching agreements, coordinating and resolving disputes. Furthermore, this paper researches construction of rules, which are the higher-levelled governance mechanisms.
