国家安全视角下边境城镇的戍边功能及其开发

The Border-town's Garrison Role and Development from the Perspective of National Security

进入新时代以来,中国边境地区的战略地位愈发重要,但边境安全问题愈发凸显,戍边挑战愈发艰巨。戍边的实质就是保卫边境安全。提升边境城镇化水平是保卫边境安全的重要路径。边境城镇化不仅能够壮大戍边人口规模,完善国家戍边体系及戍边能力,而且能够消解内生型安全风险、抵御输入型安全风险,提升边境安全的预警预测能力。提升边境城镇化水平,要做好沿边重点地区的城镇发展规划,做大做强边境城镇产业规模,加快边境地区基础设施建设,完善边境地区公共服务体系。

The strategic status of Chinese borderland has become more and more important since we entered the new era.As the security issues have become increasingly prominent,the task of borderland protection is becoming more and more difficult.The key point of this study is that speeding up the urbanization of borderland can improve and perfect the borderland protection.The development of border urbanization can not only enlarge the population,but also improve the system and capability of borderland protection.Moreover,it can eliminate endogenous security risks,resist imported security risks and enhance the ability of early warning and prediction of border security.To speed up the urbanization of borderland,we must first make a good development plan for the main cities and towns in the borderland,enlarge and strengthen the border industry,speed up the construction of infrastructure,and improve the public service system of borderland.
