黄河流域生态保护和高质量发展的科学内涵主要体现在:整体性和系统性,生态优先、绿色发展,高质量发展和人民群众对美好生活的追求等方面。目前主要面临四个方面的挑战:一是生态环境脆弱,经济发展压力大;二是资源型城市和老工业基地特征明显,转型发展任务艰巨;三是城市收缩问题明显,城市群建设难度加大;四是区域差距偏大,协调发展困难重重。因此应该坚持生态保护优先,提升黄河流域可持续发展能力;以中心城市、都市圈和城市群建设为重点,加快经济带建设;以中小城市和特色小镇为切入点,加快城乡融合发展;以绿色发展理念为指引,加快现代经济发展步伐;以区域合作为突破口,加快对外开放和区域经济协调发展。

The scientific connotation of ecological conservation and high-quality development of the Yellow River Basin is mainly reflected in the following aspects:integrity and systematicness,ecological priority,green development,high-quality development and the needs of the people for a better life.At present,the main challenges are as follows:firstly,the ecological environment is fragile and the pressure of economic development is great;secondly,the characteristics of resource-based cities and old industrial cities are obvious,and the task of transformation and development is arduous;thirdly,the problem of urban contraction is obvious,and the construction of urban agglomerations is more difficult;fourthly,the regional gap is too large,and coordinated development is difficult.Therefore,it is suggested that ecological protection should be given priority to enhance the sustainable development capacity of the Yellow River Basin,the construction of the Economic Belt should be accelerated with the construction of central cities,metropolitan areas and urban agglomerations as the focus;the pace of modern economic development should be accelerated with the guidance of green development;the opening up and the coordinated development of regional economy should be sped up with the regional cooperation as a breakthrough.
