屡禁不绝的疫苗之殇源自于监督管理不到位、资源配置不合理以及安全机制不健全等现实问题,以及以往单纯的制度改革始终难以触及的"主体信任"危机和"事权"的过度集中化等更深层次的结构性问题。对此,可以"区块链+法律"的方案推进疫苗管理的深化改革。在借助技术与制度的组合优势理顺疫苗管理内在结构的基础上,进一步运用"区块链+法律"的模式推动疫苗管理具体机制的创新。

The failure of vaccines to be banned is due to inadequate supervision,unreasonable allocation of resources and inadequate safety mechanisms.As well as the past simple system reform has always been difficult to touch the"subject trust"crisis and"power"of the excessive concentration of deeper structural issues.In this regard,the proposal of"blockchain law"advocates deepening the reform of vaccine management through science and technology.On the basis of the combination of technology and system to rationalize the internal structure of vaccine management,the mode of"blockchain+law"is further used to promote the innovation of specific mechanism of vaccine management.
