学术委员会章程的要素分析及其现实关照——基于6所部属师范大学的章程文本分析

Elements Analysis and Practical Reflections about Charters of the Academic Committee-A Text Analysis of Charters about Six Normal Universities Subordinate to the Ministry of Education

学术委员会章程是完善大学学术委员会制度的重要途径,也是彰显大学学术权力的制度保障。本文通过对6所部属师范大学学术委员会章程文本进行分析,发现当前主要面临着学术组织功能不健全,学术治理体系不完善,选举程序比较单一,监督机制不到位等问题,并从加强顶层设计,拓展学术组织功能;增设办事机构,完善学术治理体系;优化选举程序,增强组织成员公信力;作出明确规定,健全学术监督机制等方面进行现实关照。

The charter of the academic committee is an important way to improve the academic committee system of the university,and it is also a system guarantee to demonstrate the academic power of the university.By analyzing the texts of the academic committees of the six affiliated normal universities,the author finds that the current academic committees of universities face the following major problems,including:inadequate academic organization functions,inadequate academic governance systems,relatively simple election procedures,and insufficient supervision.The author suggests that academic committees should strengthen the top-level design,expand the function of academic organization,increase the number of offices,improve the academic governance system,optimize the election process,strengthen the credibility of organizational members,make clear regulations,and improve the academic supervision mechanism.
