科学完善的战略运输机航材保障体系是战略运输机航材保障工作的重要遵循和指南,也是战略运输机航材保障活动实战化、正规化和制度化的重要依托与支撑。战略运输机航材保障体系的构建,是提升战略运输机后勤以及装备保障质量、保障效益及保障能力的关键和基础工程。本文运用科学思维和系统思维,遵循军民融合战略、后勤和装备保障改革和体系构建的具体思路,结合目前战略运输机在遂行飞行训练、演习演练及战略战役支援保障任务中的航材保障实际情况,分析研究了战略运输机的航材保障需求,阐述了战略运输机航材保障体系构建的基本定位,提出了战略运输机航材保障体系构建的基本设想,初步构建了一个军民融合式的战略运输机航材保障体系。

A scientific and comprehensive air material support system for strategic transport aircraft is a guiding principle and an important backup in the air material support work oriented towards actual combat and a standardized and institutionalized future.The construction of an air material support system is the key and basic project to ensure the quality,effect and ability of strategic transport aircraft material support.Using scientific and system concept and following the basic ideas of civil-military integration,logistics and equipment support reform and system construction,this paper proceeds from the practices of strategic transport aircraft in its flight training,exercises and drills,as well as various strategic and tactic support tasks to analyze the air material support demand for strategic transport aircraft.For the construction of an air material support system for strategic transport aircraft,its role is illustrated and basic ideas put forward,and a future civil-military integrated system is envisioned.
