2020年是全面建成小康社會、實現第一個百年奮門目標的決勝之年,又要乘勢而上開啟全面建設社會主義現代化國家新征程,向第二個百年奮鬥目標進軍。全國人大常委會2020年立法工作的總體要求是:在以習近平同志為核心的黨中央堅強領導下,高舉中國特色社會主義偉大旗幟,以習近平新時代中國特色社會主義思想為指導,全面貫徹落實黨的十九大和十九屆二中、三中、四中全會精神,增強「四個意識」,堅定「四個自信」做到「兩個維護」,堅持黨的領導、人民當家作主、依法治國有機統一,緊扣全面建成小康社會目標任務,助力統籌推進新冠肺炎疫情防控和經濟社會發展,圍繞堅持和完善中國特色社會主義法治體系,堅持立法為民,發揮全國人大及其常委會在立法工作中的主導作用,完善立法體制機制。
The year 2020 will be a year of decisive victory for building a moderately prosperous society in all respects and achieving the first centenary goal.We need to ride on the momentum to start a new journey of building a moderm socialist country in an al-ound way,and march towards the second centenary goal.The general require-ments of the NPC Standing Comittee's legislative work in 2020 are:holding high the great banner of socialism with Chinese charac-teristics under the firm leadership of CPC Central Comitee,with Comrade Xi Jinping as the core,guided by Xi Jinping's socialist ide-ology with China's characteristics in the new era,comprchensively implementing the spirit of the 19th National Congress of the CPC,as well as the sccond,third and fourth Plenary Sessions of the 19th CPC Central Commitce,enhancing"four consciousnesses"(con-sciousness of the idcology.the whole,the core and the line)and"four matters of confidence"(the confidence in the path,theory,system and culture of socialism with Chinese characteristics),achieving"Two safeguards"(firmly safeguard the central position of the general secretary of the Westem Progressive Party in the Central Comitee and the party,and safeguard the central power and unified leadership of the Party Central Committee),and sticking to the organic unity of the Party leadership,the people's ownership and rule by law.
