摘要
2019年12月28日,十三届全國人大常委會第十五次會議審議通過了《基本醫療衛生與健康促進法》(以下简稱衛生健康法),自2020年6月1日起施行。這是我國衛生健康领域的第一部基礎性、綜合性法律,對完善衛生健康法治體系,引領和推動衛生健康事業改革發展,加快推進健康中國建設,保障公民享有基本醫療衛生服務,提升全民健康水平具有十分重大的意義。本文將對這部法律的立法背景、基本原則、主要制度作簡要介紹。
The Law of the Pecople's Republic of China on the Promotion of Basic Medical and Health Care(heeinafter referred to as the Health Care Law)was deliberated and passed in the 15th Session of the 13th NPC Standing Committee on Dcember 28,2019,and came into effect on June 1,2020.As the first fundamental and comprehensive law for improving the health care system,the Health Care Law is of great signifcance to lead and promote the reform and development of health undertaking.accelerate Healthy China Initative,ensure accessible medical and health care services to the public,and improve health of the whole nation.A brief introduction to the legislative background,basic principles and major systems of this law is given in this article.
