澳大利亚昆士兰的公共艺术政策研究

A Research on Public Art Policy in Queensland,Australia

布里斯班市随处可见的公共艺术品与它所在的州政府,以及地方政府的政策支持密不可分。对该市公共艺术产生较大影响的主要是州政府实施的"艺术融入"政策和"艺术+地方"政策。本文以州政府的两个政策为主,从政策背景、政策主要内容及实施成效三个方面讨论其对政策实施地区的影响。昆州的两个政策和布里斯班市级的政策均注重地域文化和社会公平,在城市的历史、艺术文化、经济和社会发展上都有综合考量,也因此造就了如今充满浓厚艺术氛围的布里斯班市区,并且为其他国家和地区提供了一个成功的范例。

There is a large number of public artworks in Brisbane,due to the support by the Queensland Government and the Brisbane City Council.Since the Art Built-in policy and the Art+Place policy were implemented by the Queensland Government,they have had a big impact on the public art practice at Brisbane.This paper mainly discusses these two public art policies of the Queensland Government through three parts–policy background,policy content,and the outcome of the policy in Brisbane.The Queensland Government and the Brisbane City Council were aware of regional culture and social justice,and they also valued the development of city’s history,art,culture,economy and society.Accordingly,Brisbane is now full of creative artworks,and serves as a successful model for other regions in the world.
