中国与东盟国家高等教育合作比较研究

Comparative Study on Higher Education Cooperation of between China and ASEAN Countries

2013年中国提出"一带一路"倡议后,中国与东南亚国家联盟十大成员国之间的经济合作日益拓宽加深。高等院校也积极参与到"一带一路"建设中,在"一带一路"中扮演着越发重要的角色,发挥出独特的作用。本文以"一带一路"倡议为背景,对中国与东盟国家或地区之间的高等教育合作情况进行研究,发现中国高等教育国际化合作中存在着区域人员流动单一、经费投入不足、合作结构关系与运行方式不健全、质量缺乏保障等问题。针对以上问题,提出我国在参与国际教育合作中,应完善国际教育交流合作机制,加大对国际教育合作项目的经费、人才、设备等的投入,进一步拓宽与"一带一路"沿线各国的高等教育合作,以及提高留学教育的专业化水平等。

As strategy of"The Belt and Road Initiative"proposed by China in 2013,economic cooperation between China and ten ASEAN member states has been increasingly broadened and deepened.Higher education schools and Institutions also participate in the construction of"The Belt and Road Initiative"actively,playing an increasingly important role in the project,and playing unique advantages and functions.Taking"The Belt and Road Initiative"as a background,this paper will research the higher education cooperation situations between China and ASEAN countries or regions.It is found some problems in international cooperation of Chinese higher education,such as single transfer of regional personnel,inadequate funding,imperfect structure of cooperation relationship and operation mode,quality insecurity,etc.To solve above problems,China should take perfect mechanism to improve the international education exchange and cooperation and increase investment on international education cooperation funding,talents and equipment to broad the cooperation between China and the countries or regions along the Belt and Road and improve the specialization level of international education.
