新冠肺炎防控期间院前急救工作中的传染病预检、分诊、转运和防护问题及法律建议

Pre-examination,triage,transfer,protection of infectious diseases and legal advice in pre-hospital emergency work during novel coronavirus pneumonia prevention and control

虽然2003年“非典”疫情爆发后我国针对传染病从法律上确立了预检分诊制度,但是相关标准都是针对院内医疗机构,而院前医疗机构基于条件限制无法适用这些标准,缺乏具体工作流程。通过北京急救中心统计的新冠肺炎疫时和同期平时因发热转运的数据对比,对院前急救在新冠肺炎病例预检、分诊工作中的问题进行分析,从院前急救的预检分诊、转运和防护三个方面提出法律建议。

Although a pre-examination and triage system for infectious diseases be legally established in China after the outbreak of the SARS epidemic in 2003,the relevant standards are for in-hospital medical institutions,and pre-hospital medical institutions cannot apply these standards based on conditional restrictions.Pre-hospital emergency pre-examination and triage are lack of specific work procedures.In this article,we compared the data of transport due to fever during the epidemic of novel coronavirus pneumonia and the same period through the Beijing Emergency Center,analyze the problems of pre-hospital emergency treatment in the pre-examination and triage of novel coronavirus pneumonia cases,and put forward legal advice from the pre-hospital triage,pre-examination triage,transfer and protection.
