湖北长江新螺段白鱀豚国家级自然保护区管理经验及借鉴

Management Effectiveness and Enlightenment of the Baiji National Nature Reserve in Xinluo Section of the Yangtze River in Hubei

近几年来,借助全球环境基金会(GEF)湖北省湿地保护项目相关理念,对保护区生态健康指数(EHI)进行了摸底,利用项目管理工具(METT)指导管理处开展保护管理工作,从宣传、管理、监测、科研、培训、水生野生动物救护、生态修复、豚类野化等方面强化了管理工作。在保护对象资源状况调查、保护区管理效果评估和投资产出情况方面均取得比较好的效果。从保护区的管理工作中得到以下几点启示:(1)环境保护工作实际上主要是落实党性和法纪的工作;(2)环境保护尤其是湿地保护工作需要科学的理论指导和新技术的有效应用;(3)环境保护工作更是一项复杂的社会管理工程。

In recent years,with the help of the concept of the Global Environment Foundation(GEF)Hubei Province Wetland Protection Project,the ecological health index(EHI)of the protected area has been investigated,and the project management tool(METT)has been used to guide the management office to carry out protection management.The management is strengthened in terms of publicity,management,monitoring,scientific research,training,rescue of aquatic wild animals,ecological restoration,wilding of dolphins,etc.,which has achieved results in the investigation of the resource status of the protected objects,the evaluation of the management effect of the protected area,and the investment output.The following enlightenments have been gained from the management of protected areas:(1)Environmental protection work is actually the work of implementing party spirit and laws and regulations;(2)Environmental protection,especially wetland protection,requires scientific theoretical guidance and the effectiveness of new technologies.Application;(3)Environmental protection work is a complex social management project.
