扭曲与矫治:中国政府绩效评价价值取向之转变

Distortion and Correction:The Change of Value Orientation of Chinese Government Performance Evaluation

习近平总书记在十九大报告中强调,必须坚持以人民为中心的发展思想,不断促进人的全面发展、全体人民共同富裕。为此,就必须保证全体人民在共建共享发展中有更多获得感。文章结合政府绩效评价的文献分析,考察了政府绩效评价的演变过程,包括评价价值取向、评价主体、评价内容和评价方法,在以GDP为导向,自上而下的政府绩效考核给中国经济带来高速发展的同时,也导致了包括政府、社会和民众在内的整个社会存在某种程度的诚信、公平缺失等价值扭曲问题。唯有以提升民众获得感为价值目标的政府绩效评价,方是矫治以GDP为导向的政府绩效评价痼疾,贯彻政府绩效评价中“以人民为中心”主体地位的现实路径。故而,在政府绩效评价分析范式进行转型的背景下,其价值取向从显性GDP的经济效率价值转向隐性的民众获得感的民主公平价值、从体系向生态的价值转变、从“唯GDP”向人的全面发展转变,政府绩效评价的价值取向注入了新思想、新活力、新坐标,政府绩效评价价值能够全面反映“人的全面发展”和“经济发展质量”的各个层面内容。

General Secretary Xi Jinping in his report to the 19th National Congress of the Communist Party of China emphasized,we must adhere to the people-centered development thinking,and constantly promote the all-round development of people,and the common prosperity of all people.For this reason,we must ensure that all people have more sense of gain in co-construction and shared development.Based on the literature analysis of government performance evaluation,it examines the evolution process of government performance evaluation,including evaluation value orientation,evaluation subject,evaluation content and evaluation methods.The government performance evaluation,which is oriented by GDP,has brought rapid development to the Chinese economy,and has also led to value distortions to some extent such as the lack of integrity and fairness in the value orientation of the entire society,including the government,society and the people.In this paper,the government performance evaluation,which aims to improve the public's sense of gain,aiming to further strengthen the dominant position of the public in the government performance evaluation.Under the background of the transformation of the analytical paradigm of government performance evaluation,its value orientation has shifted from the explicit economic efficiency value of GDP to the implicit democratic fair value of people’s sense of gain,from the system to the ecological value,from“GDP only”to the overall development of human beings.The value orientation of government performance evaluation has injected new ideas,new vitality,and new coordinates.The value of government performance evaluation can fully reflect the content of all levels of“the all-round development of people”and“economic development quality”.
