摘要
随着我国进入新的发展时期,推动科技创新生态建设、激发创新创造活力,成为应对新变化、解决新问题的重要策略。从必要性来看,日趋激烈的国际竞争形势、紧迫现实的国内发展需求、科技创新生态的自我完善是科技创新生态建设的关键动因;从迫切性来看,新发展阶段对科技创新的需求度加大、科技资源整合配置的高效性仍需加强、科技队伍巨大创新潜能亟待激发释放、打造国际合作与竞争优势的必要性等,使科技创新生态建设势在必行;从方向性来看,科技创新生态建设应坚持深化体制机制改革、坚持“四个面向”、坚持创新文化建设;从协同性来看,应处理好深化改革与守好底线、多维发力与重点突破、基础研究与应用研究、开放合作与注重安全的相互关系,推动形成齐头并进、有机协同、统筹兼顾的科技创新新格局。
