科研院所科技项目管理新模式的探究

Research on the New Management Mode of Scientific and Technological Projects in Scientific Research Institutes

科学技术是第一生产力,科学技术的发展根植于创新。科技项目在科技创新过程中发挥着重要的作用。科研院所作为承担和管理科研项目的主体,重立项而忽视管理已成为普遍的现象,亟须提升科技项目管理水平以增强科研管理能力,有效地服务科技创新。文章将从外部环境对接、机构内系统平台建设和专业业务能力提升三个角度剖析科研管理中的问题及方法,探究科研院所科技管理新模式,从而提高科研创新服务能力,为北京乃至全国科技创新中心建设做出贡献。

Science and technology constitute the primary productive force,advancement in science and technology roots in continual innovation.Science and technology projects are critical to innovation.As the main body of management scientific research institutes pay more attention to the project establishment while ignore the supervising process,to enhance scientific research capabilities and serve science and technology research efficiently,project management ability should be improved as soon as possible.In this paper,a new management mode will be explored through deciphering scientific management from three aspects:external communication,platform construction,and management capability improvement,separately,this will improve service capabilities for scientific research innovation,and contribute to constructing science and technology innovation center of Beijing and the whole country.
