周边国家命运共同体建设背景下中缅边境跨境人口流动治理研究

Cross-Border Population Flow between China and Myanmar When the Project for Building International Community with a Shared Future is Underway

在人类面临的共同性问题与困境面前,对于边民跨境流动的认识应有着更大格局的理解视域,区域乃至全球视野的共识以及共同体价值的构建变得越发重要,这也是在全球问题不断增加的情势之下,共赢发展必须面临的问题。中缅两国从历史、地缘、文化以及族群等诸多方面有着深厚的历史渊源,发展命运紧密相连,双方以区域及全球性的共同发展为基点形成共识尤为重要。中缅边境外籍边民跨境流动中的教育、务工、婚姻管理是周边命运共同体建设中的一个重要缩影,从周边国家命运共同体的角度来看待这一现实,以更大的发展格局应对问题风险与挑战,是我国提升边境地区现代化治理体系和治理能力的要求,是积极构建周边国家命运共同体的重要尝试。

with mankind facing many common problems and dilemmas today,there should be a more insightful and broader understanding of issues like cross-border population flow.Regional or even global consensus on such issues and community values are becoming increasingly important.Such issues need to be addressed because they are also problems faced by the whole world.China and My⁃anmar are connected historically,geographically,culturally and ethnically,and they share the same destiny.It is therefore important for them reach consensus on common development from a regional and global perspective.In the management of the cross-border population flow,education,job placement,and marriage of the cross-border people are some of the important issues.Their solution requires approaches that are based on the broader vision of the two countries as part of the international community with a shared future,approaches that may allow both countries to deal with all the risks and challenges.This is a requisite for China to modernize its border governance system and competence as well as an important attempt for China to build a community with a shared future with all its neighbors.
