新时代国家治理现代化视域下的道德实践

System,Order and People:An Examination of Moral Practice from the Perspective of Modernization of National Governance

新时代背景下的道德实践问题是决定国家治理现代化能否真正实现的关键问题,也是关乎道德治理能够真正发挥作用的战略性课题。国家治理现代化是一个需要多重因素共同作用的复杂过程,也是一个实现现代化的过程。在这一过程中,完善的制度体系、良好的社会秩序及人的现代化既是治理现代化的手段、途径,同时也是实现治理现代化的最终目标。中国特色社会主义制度着眼于社会主义独有的特征,与资本主义制度有着本质的区别,突出体现了道德体系中公平正义和诚信的价值取向;良好的社会秩序只有在社会主义社会中才能够实现,其中社会秩序与法治秩序必须有道德作为支撑;人的现代化需要人性的完善和人的全面自由发展的实现,前者与道德是辩证统一的,后者的实现则离不开道德。

To examine the relationship between moral practice and the modernization of national governance in the context of the new era is a major issue in clarifying the relationship between national governance and morality,a key issue in determining whether the modernization of national governance can be truly realized,and a strategic issue concerning the role of moral governance.The modernization of national governance is both a process of governance and a process of realizing modernization,which requires a complex process in which multiple factors work together.In this process,a sound system,a good order and the modernization of people are not only the means and approaches to the modernization of governance,but also the ultimate goal of realizing the modernization of governance.The socialist system with Chinese characteristics focuses on socialism and Chinese characteristics,which is essentially different from the capitalist system because it highlights the value orientation of fairness,justice and integrity in the moral system.A good order can only be achieved in a socialist society,in which the social order and the rule of law must be supported by morality.The modernization of human needs the perfection of human nature and the realization of human's comprehensive and free development.The former is dialectically united with morality,while the necessary condition for the realization of the latter is morality.
