制度供给在边疆治理中具有特殊重要的地位,实际上,边疆治理就是国家不断地通过制度供给来达成治理目标的实践。边疆治理现代化对制度供给的价值取向与要素构造具有内在规定性,既要符合国家治理现代化的要求,又要适应边疆地方的实际。当前边疆治理中的制度供给存在供给不足与供给过剩并存、制度供给的层次与结构亟需整合,以及制度供给的法理性和现代性与边疆地区文化习俗之间的耦合性需要调适等问题。边疆治理的制度供给需要综合考察制度自身的属性、功能与边疆区域的特殊性,从制度供给主体权威性与治理主体多元化的结合、制度供给内容体系不同层次与领域制度的耦合与统一、供给方式上强制性和自发性与引导性供给方式相结合等多个方面探索有效推进边疆治理现代化的制度供给路径。

Institution supply plays a special and important role in frontier governance,which is actually the practice of continuously providing to achieve governance goals of the state.There are inherent stipulation of the value orientation and element structure of the modernization of frontier governance,which should not only meet the requirements of the national governance modernization,but also adapt to the reality of the frontier areas.At present,there are some problems of institution supply in the governance of the border areas,which contains insufficient and excess supply,the integration of institutional supply levels and structures,the adjustment of coupling between the legal modernity of institutional supply and the customs and cultures in the border areas.The institution supply of frontier governance needs a comprehensive system of its own property,function and particularity of the frontier area.The combination of authority and diversification of the governance institution supply subject,the coupling and unity of different levels and areas of institution supply content,and the combination of supply modes of mandate,spontaneity and leading would help to find the path of institution supply for modern system of frontier governance.
