联合国维和警务情报合作机制构建研究

Research on the Construction of United Nations Peacekeeping Policing Intelligence Cooperation Mechanism

[目的/意义]维和警务行动是联合国维和行动的重要组成部分,随着“情报信息主导和平行动”理念的倡导和深入,建立科学合理的维和警务情报合作机制已成为发展趋势。[方法/过程]结合联合国维和情报工作的现状,分析构建维和警务情报合作机制的可行性和必要性,提出构建策略。[结果/结论]维和警务情报合作可从树立情报合作理念、建立法制体系、打造一体化组织体系、选拔培养维和警务情报人才等方面构建,这有利于我国深入参与联合国维和行动,促进全球安全治理与人类命运共同体构建。

[Purpose/significance]Peacekeeping policing operations are an important part of UN peacekeeping operations.With the enhancement of“intelligence-led peacekeeping”initiative,it becomes a trend to establish a scientific and reasonable peacekeeping policing intelligence cooperation mechanism.[Method/process]The paper analyzes the feasibility and necessity of constructing a peacekeeping policing intelligence cooperation mechanism combined with the present situation of UN peacekeeping intelligence work,and puts forward constructing strategy.[Result/conclusion]The peacekeeping policing intelligence cooperation can be constructed from forming an intelligence cooperation concept,building a legal system,framing an integrated organizational system,selecting and training peacekeeping policing intelligence personnel.It will help to China’s deep participation in UN peacekeeping operations,and promote global security governance and creating a community with a shared future for mankind.
