山东省水生生物病害防控体系建设与思考

Study on the current situation and countermeasures of the prevention and control system of aquatic biological diseases in Shandong Province

病害防控是水产养殖业绿色发展的保证。论文立足于山东省水生生物病害防控工作实际,总结了病害防控组织体系、工作基础、支撑技术、工作方式以及应急防控5个方面的建设现状,分析了防控体系存在疫控机构作用发挥不足、病害监测网络存在盲点、社会化服务有待提升和新技术新模式支撑不足等4方面问题。在此基础上,围绕水产养殖业绿色发展,提升水生生物病害防控能力,提出了完善组织管理体系、规范社会化服务、研发应用病防技术和发挥信息化手段防控4项对策建议。

This paper introduces the current situation of the construction of aquatic biological disease prevention and control system in Shandong Province from five aspects, which are disease prevention and control organization system, working basis, supporting technology, working mode and emergency prevention and control. Also, this paper analyzes the current problems in the prevention and control system, such as insufficient role of disease control institutions, blind spots in disease monitoring network, lack of social services and support of new technologies and new modes. On this basis, four countermeasures and suggestions are put forward, including improving the organization and management system, standardizing social services, developing and applying disease prevention and control technology and exerting information technology.
