The Functional Orientation of the Quintuplet Construction Subject of“Safe Yulin”

平安榆林的内涵既包括传统安全问题,亦包括非传统安全问题,这意味着平安榆林的建设主体将不再局限于国家权力与武装力量的单一向度,而是应该探索建立“政府+专家+社会组织+群众+互联网”共建平安榆林的新模式,同时,该新模式中多元建设主体的功能定位为:党委领导下的政府负责、专家参谋保障、社会组织协同、群众参与、科技支撑。

The connotation of“Safe Yulin”includes both traditional and non-traditional security issues,which means that the construction subject of“Safe Yulin”will not be limited to the single dimension of state power and armed forces.We should explore the establishment of a new model of“government+experts+social organizations+masses+Internet”to construct“Safe Yulin”.The functional orientations of multiple construction subjects in the new model cover government responsibility under the leadership of the Party committee,expert guarantee,social organization coordination,mass participation,scientific and technological support.
