省域国土空间开发保护格局构建方法研究——以山东省为例

Research on Construction Method of Development and Protection Pattern of Land-spatial Planning at Provincial Territory--A case study of Shandong Province

目前国内有关省级国土空间的研究主要集中在多规合一、空间管控与治理、先行先试区经验总结与借鉴、城市群发展及指标体系研究等方面,而对于省域国土空间开发保护格局构建方法研究相对较少。区域开发保护格局是指导区域发展权分配的重要依据,对全省高质量发展具有重要指导意义。本文通过分形理论应用、大数据支撑、对比研究等方法,探索研究山东省开发保护格局的方法路径,结果表明:在生态文明理念和国家两个一百年目标体系下,山东需要发挥济南、青岛两个中心城市的核心优势,发挥济青大都市带的引领作用,把山东半岛城市群打造成为全国第二个层级的国家城市群和黄河生态经济带的龙头;构建黄河生态屏障、鲁中生态屏障、胶东生态屏障三大生态屏障为核心的保护格局,贯彻底线思维,融入国家自然保护地体系。

At present,the domestic researches on provincial land and space planning are mainly focused on multi compliance,space control and governance,experience summary and reference of pilot areas,urban agglomeration development and index system research,while there are relatively few researches on the construction method of development and protection pattern of provincial land and space.The pattern of regional development and protection is an important basis to guide the distribution of regional development rights,and has an important guiding significance for the high-quality development of the whole province.Through the application of fractal theory,big data support,comparative research and other methods,this paper explores the development and protection pattern of Shandong Province.The results show that under the concept of Ecological Civilization and the Two Centennial Goal systems of the state,the development pattern of Shandong needs to give full play to the core advantages of Jinan and Qingdao as well as the Ji-Qing metropolitan belt, so as to play a leading role in the development ofShandong Peninsula urban agglomeration into the second level of national urban agglomeration and the leader of the YellowRiver ecological economic belt. The protection pattern of Shandong needs to construct the Yellow River ecological barrier,central Shandong ecological barrier and Jiaodong ecological barrier as the core, implement the bottom line thinking and integrateinto the National Nature Reserve System.
