农村空巢老人社会保护体系建构——基于福利治理的视角

Construction of Social Protection System for Rural Empty-nest Elderly—Based on the Perspective of Welfare Governance

在我国人口老龄化日趋严重、经济发展不平衡的情况下,广大农村地区空巢老人的养老困境亟待解决。本文从社会保护、福利治理的角度切入,从经济供养、日常生活和精神慰藉三个方面来了解农村空巢老人的自我保护、非正式保护、正式保护的现状,提出建立政府主导下的福利供给多元化的社会保护体系,以实现农村空巢老人安享晚年的目标,提升空巢老人总体的福祉。

Due to the increasingly intensified aging of population and the unbalanced economic development in China,it is urgent to solve the dilemma of providing the empty-nest elderly in rural areas.Currently,there is a deficiency of necessary and in-depth research on the social protection system for the empty-nest elderly in rural areas.From the perspective of social protection and welfare governance,this paper expounded the status quo of self-protection,unofficial protection,and official protection of the empty-nest elderly in rural areas from three aspects,including economic support,daily life,and spiritual comfort.It also proposed to establish a government-dominated social protection system with diversified welfare supplies,so that to achieve the objective of enabling the empty-nest elderly in rural areas to enjoy their twilight years,and improve the overall welfare of the empty-nest elderly.
