发展和壮大农村集体经济,是实现农业现代的有效途径,是实现农民财产性收入长效增长的物质保障,是完善农村治理体系的重要基础。当前,我国农业发展正处于由第一个飞跃到第二个飞跃、逐步蜕变的关键阶段,农村集体经济发展过程中存在集体资产股份收益的分配偏向纯福利性,集体经济组织“形”与“实”双重缺位,政府的内部性干预多于外部性支持等主要症结。鉴于此,发展和壮大农村集体经济的当务之急在于科学有效设置个人股,健全集体经济组织,优化外部性支持。

To develop and strengthen the rural collective economy is an effective way to realize agricultural modernization,a material guarantee for the long-term growth of farmers'property income,and an important foundation for improving the rural governance system.At present,China's agricultural development is in the key stage of gradual transformation from the first leap to the second leap.There are some main problems in the process of rural collective economic development,such as the distribution of collective assets'share income is biased towards pure welfare,the collective economic organization lacks both"shape"and"reality",and the government's internal intervention is more than external support.In view of this,the urgent task of developing and strengthening rural collective economy is to set up individual shares scientifically and effectively,improve collective economic organizations,and optimize external support.
