政府在乡村旅游发展中的职能定位探析

The development of rural tourism from the perspective of government function:orientation,absence and optimization

随着国民经济的稳步增长和人民生活水平的大幅改善,我国农村旅游产业呈现出蓬勃发展的态势。乡村旅游发展已然成为广大农民实现脱贫致富、推动乡村振兴的重要力量。乡村旅游具有突出的公共产品属性,在其发展的不同阶段需要政府发挥作用来保驾护航。本文分析了政府在乡村旅游三个发展阶段中职能作用的发挥,针对当前乡村旅游发展中政府职能发挥存在的问题,提出了相应的对策建议,以进一步优化政府职能,更好推动乡村旅游可持续发展。

With the steady growth of the national economy and the substantial improvement of people's living standards,China's rural tourism industry shows a vigorous development trend.The development of rural tourism has become an important force for the majority of farmers to get rid of poverty and get rich and promote the revitalization of rural areas.Rural tourism has a prominent public product attribute,which needs the government to play a role in different stages of its development.At present,there are still some problems in the development of rural tourism,such as the lack of deep understanding of the functions of the government,the lack of capital investment,the lack of fine management,and the imperfection of the supporting public services.We need to further optimize the function of the government by innovating the management system of rural tourism development,expanding the financing channels of rural tourism development,improving the supporting public services of rural tourism,and strengthening the supervision of rural tourism market,in order to better promote the sustainable and healthy development of rural tourism.
