公共卫生事件中个人信息法律保护研究——以新冠肺炎疫情为切入点

Research on the Legal Protection of Personal Information in Public Health Events:Taking the COVID-19 Pandemic as a Breakthrough Point

在公共卫生事件中,大数据等信息技术被应用于联防联控,但同时也增加了个人信息的安全风险。为保护公共卫生事件中的个人信息安全,对个人信息的收集、使用需要控制在必要的限度,因此需要对信息收集主体收集使用个人信息的全过程进行严密的法律规制。通过探讨公共卫生事件中个人信息法律保护的现状及存在的问题,提出完善公共卫生事件中个人信息法律保护的制度设计,以期实现对公共卫生事件中的个人信息进行合理的法律保护。

In public health events,big data and other information technologies are used in joint prevention and control,which also increases the security risk of personal information.In order to protect the personal information security in public health events,the collection and use of personal information need to be controlled within the necessary limits.Therefore,it is necessary to strictly regulate the whole process of collecting and using personal information by information collection subjects.This paper discusses the current situation of and problems existing in the legal protection of personal information in public health events,and puts forward the system design for improving the legal protection of personal information in public health events,in order to achieve reasonable legal protection of personal information in public health events.
