摘要
国家大学科技园的研究与发展对高新企业和高校的建设以及高新科技的推进具有重要意义。基于2013~2017年连续五年我国国家大学科技园6项投入产出数据以及环境变量数据,运用三阶段模型对国家大学科技园运营效率和发展环境进行分析。结果表明,我国国家大学科技园运营效率维持得较好,人均GDP、科技财政支出、高校毕业生数均使投入项冗余增加,高新企业数有助于投入项冗余减少,然后对剔除环境因素后的效率进行分析,调整后的效率提高,说明发展环境使得其整体效率被低估。空间分布特征显示,东部地区明显优于西部地区,内陆地区国家大学科技园的综合效率正在逐渐提高。最后根据分析结果提出对策建议。
The research and development of National University Science Parks is of great significance to the construction of hightech enterprises and universities and the promotion of high-tech.Based on the six input-output data and environmental variable data of National University Science Parks in China for five consecutive years from 2013 to 2017, a three-stage model is used to perform analysis of the operation efficiency and development environment of National University Science Parks. The results show that the operating efficiency of China’s National University Science Parks is basically maintained. Per capita GDP, scientific and technological financial expenditure, and the number of college graduates all increase the redundancy of inputs. The number of high-tech enterprises helps reduce the redundancy of inputs. The efficiency regardless of environmental factors is analyzed. The adjusted efficiency is improved, which indicates that the environment for development makes the overall efficiency of National University Science Parks underestimated. The characteristics of spatial distribution show that the eastern region is significantly better than the western region, and the comprehensive efficiency of National University Science Parks in inland regions and countries is gradually increasing. Finally, this paperproposes suggestions based on the analysis results.
