摘要
不动产登记制度是保护不动产权利人合法财产权,保障不动产交易安全,提高政府治理效率和水平的重要制度。不动产权籍调查作为保障不动产登记的一项技术性工作,包括不动产权属调查和不动产测量两方面内容。其中,不动产测量作为权籍调查的基础,是保障不动产登记顺利开展的前提。本文从南京市实际出发,结合“建设工程项目审批制度改革”的相关要求,对建设工程各阶段涉及不动产登记的测绘业务进行分析,探索实行“一体化测绘”的可行性及建议,为进一步提升服务效率,转变政府职能提供技术保障。
The real estate registration system is an important system to protect the legal property rights of real estate right holders,to ensure the security of real estate transactions,and to improve the efficiency and level of government governance.Real estate registration surveys are a technical task to ensure real estate registration,including real estate ownership investigations and real estate surveys.Among them,real estate survey is the basis of the real estate registration surveys and is a prerequisite to ensure the smooth development of real estate registration.This article starts from the actual situation in Nanjing and combines the relevant requirements of"construction project approval system reform"to involve all stages of construction engineering analyze the surveying and mapping services of real estate registration,explore the feasibility and suggestions of implementing"integrated surveying and mapping",and provide technical support for further improving service efficiency and transforming government functions.
