转型、困境与突破:网络社会白领青年的公共参与

Transformation,Predicament and Breakthrough:A Study on the Public Participation of White-collar Youth in the Network Society

网络社会城市白领青年的公共参与面临着“自我”“空间”和“关系”的三个转向。在推进城市社会治理现代化的过程中,白领青年不应仅仅被视作社会治理的对象,更应该是社会治理的主体。本文从网络政治的社会治理向度出发,基于一起城市白领青年参与社区治理的案例而展开,通过网络与现实切换之间的案例的详尽呈现,发现网络社会中白领青年公共参与依然遭遇利他“自我”发育困难、“关系化”占主导的社会现实以及时空转换中“时间贫困”等困境。提出以党建引领柔化权力结构,搭建社区治理共同体交流协商平台;发展镶嵌化关系,丰富和扩大社区治理共同体的服务内容和空间;鼓励“利他自我”的道德实践,促进公共性主体的生产等有利于社会治理主体发育的对策和建议。

The political participation of urban white-collar youth in the network society is faced with three turns:“self”,“space”and“relationship”.In the process of promoting the modernization of urban social governance,white-collar youth should not only be regarded as the object of social governance,but also as the main body of social governance.Based on a case of urban white-collar youth’s participation in community governance,we finds that altruistic“self”development difficulties,“relational”dominance in the real society and“time poverty”are the dilemmas in the political participation of white-collar youth in the network society.It is suggested that a communication and consultation platform for community governance community lead by Party building,converting the mosaic relationship in cyberspace to the real space and encouraging the moral practice of“altruistic self”which are conducive to social governance countermeasures and suggestions for the development of the main body of management.
