中国西北地区水鸟保护优先区与空缺分析

Priority Areas for Conservation and Gap Analysis of Waterbirds in Northwest China

中国西北地区是全球鸟类迁徙的关键区域,在全球9条迁徙路线中,有3条迁徙路线涵盖了该区域,西北地区鸟类保护有助于推动全球范围内的鸟类保护。识别西北地区的水鸟保护优先区,分析保护空缺是有效保护鸟类生物多样性的基础。以2009年之后的水鸟调查数据为基础,采用重要鸟区(Important Bird Areas,IBAs)标准及《湿地公约》中国际重要湿地标准,识别了西北地区水鸟保护优先区,使用“不可替代性指数”对优先区进行排序,并对保护空缺进行分析。结果表明:中国西北地区有48个地点满足水鸟保护优先区条件,4个地点“不可替代性指数”超过100,17个地点未受保护。西北地区水鸟数据较少,监测调查能力不足,应对尚未保护的优先区域开展保护行动,提升西北水鸟调查和监测能力、完善保护地体系,更好地保护西北地区水鸟及其栖息地。

Northwest China is of global importance for migratory birds.Among the nine recognized migration routes in the world,three of them include this region.Identifying priority areas for conservation of waterbirds and analyzing conservation gaps in northwest China is a critical foundation for improving the conservation of bird diversity.Based on waterbird survey data since 2009,weapplied the criteria of Important Bird Areas(IBAs)and Ramsar sites to identify the priority areas for the conservation of waterbirds in northwest China,developed an‘irreplaceable index’to identify the relative importance of the priority areas,and analyzed the conservation gaps.The results showed that 48 sites in northwest China meet the criteria as conservation priority areas,the‘irreplaceable index’of 4 sites is above 100 and 17 sites are not yet protected.Data on waterbirds in northwest China is relatively poor,and the ability to monitor and investigate is insufficient.It is necessary to take action to protect the priority areas that are,as yet,not protected,to improve the capacity of carrying out surveys and monitoring of waterbirds in northwest China and to strengthen the system of conservation sites to protect waterbirds and their habitats in northwest China.
