三级综合医院医疗新技术临床应用管理实践研究

Study on management practice of clinical application of medically new technique of tertiary comprehensive hospital

目的:探讨医疗新技术在医院开展与临床应用中的规范管理,为新技术的准入与管理提供参考和借鉴。方法:通过品管圈分析和鱼骨图整理,分析影响医疗新技术开展情况和医疗机构新技术开展率低的原因,从建立健全管理制度、成立技术委员会和伦理委员会、建立新技术数据库和新技术档案并定期汇总与分析,以及定期对技术委员会和伦理委员会成员考核评测加强准入与管理制定改进措施。结果:"新技术准入制度""临床新技术新疗法项目管理办法"等一系列制度措施的制定和发布,加强了新技术准入管理和开展期间的监管及后期评价,医院2016-2018年共开展院内新技术76项,涉及27个专业,有效缩短了患者的手术时间和平均住院日,减轻其经济负担。结论:实施医疗新技术准入制度和管理办法,有助于细化和规范医疗新技术管理,提高医疗新技术开展率,提升医院核心实力。

Objective: To discuss the standardized management of development and application of new medical technique in hospital so as to provide reference for admittance and management of new technique. Methods: The reasons that affect the development of medically new technique and that the development rate of medically new technique was low by the discussion of quality control circle and the analysis of fishbone diagram. The admittance and management were strengthened and the improvement measure was explored from 4 aspects, which included establishing and improving management system, and establishing technical committee and ethics committee, and establishing database and archive of new technique and termly summarizing and analyzing them, and termly examining and evaluating the members of technical committee and ethics committee. Results: The formulation and release of series of systems and measures, such as "Admission system of new technique", "The project management method of clinically new technique and new treatment method" and others, strengthened the admission management of new technique and supervision and evaluation at later period during development. From 2016 to 2018, the hospital carried out 76 nosocomial new techniques, involving 27 clinical professions, which effectively shortened the operation time and average length of stay and reduced the economic burden of patients. Conclusion: The admission system and management method of medically new technique can detail and regulate the management of medically new technique, and improve the development rate of medically new technique, and promote the central strength of hospital.
