国家储备林划定成果分析与探讨

Analysis and discussion of the National Reserve Forest delimitation

国家储备林建设是新时期林业发展升级转型的重大实践,是推进我国林业“双增”目标实现,提升我国木材安全保障能力的战略措施。国家储备林划定作为国家储备林建设方式的一种创新型举措,经过近些年来的不断探索实践和示范引领取得了积极成效。文章综合运用统计分析法和归纳总结法,科学分析了国家储备林划定的总体布局、树种结构、龄组结构、权属结构等基本要素,定量分析了国家储备林划定质量核查成果,客观总结出国家储备林划定承储主体重点突出、林分质量相对优良、龄组配置比较合理、储备树种相对集中、定向培育大径级材等主要特点,揭示了国家储备林划定在政策、管理、技术等方面存在的主要问题。结合当前国家储备林建设实际,从加强划定国家储备林的后续投入机制、制度建设、经营管理、建设管理、保障能力等方面提出政策性建议,探究国家储备林科学建设管理的路径。

The construction of the National Reserve Forest is a major practice of the upgrading and transformation of the forestry development in the new era.It is also a strategic measure to realize the goal of‘double increase’in forestry,and to enhance the nation s timber resource support capability.As one of the innovative measures of the construction of the National Forestry Reserve,National Forestry Reserve delimitation has achieved positive results through the‘probing and practice’and‘demonstration and leading’in the recent years.This paper introduces the technical standards and basic situation of the delimitation of the National Reserve Forest.By utilizing the statistical analysis and inductive summary,it objectively valuates the key characteristics of the National Reserve Forest delimitation achievements through scientifically analyzing the overall arrangement,the species composition,the age group structure,the ownership structure and other elements of the delimitation of the National Reserve Forest.It also reveals the major problems in the aspects of policy,management,technology,etc.through quantitatively analyzing the verification results of the National Forestry Reserve delimitation quality.Based on the actual conditions of the construction of the National Reserve Forest,this paper also puts forward policy recommendations for the areas including:enhancing the follow-up investment mechanism,system construction,operation management,construction management,support capability,etc.and explores the path to the scientific construction and management of the National Forestry Reserve.
