摘要
改革开放以来,我国干部教育培训工作逐步走向规范化、制度化、科学化与常态化,形成了具有中国特色的干部教育培训事业,取得了令人瞩目的成就。这些成就的取得依赖于我国对干部教育培训的重视以及系列的干部教育培训支持政策。特别是党的十八届三中全会以来,党中央高度重视对干部的教育培训。我国干部教育培训工作经历了干部教育培训政策的恢复期、发展期,迎来新时代政策的成熟期三个发展阶段。政策过程理论为解释我国干部教育培训政策的发展提供了一个逻辑框架,应用政策过程理论梳理我国干部教育培训政策发展历程发现,我国干部教育培训政策的历史发展呈现出政策原则逐步完善、政策理念与时俱进、政策内容中国特色以及政策实施分级分类的特点。
China s cadre education and training has gradually become standardized,institutionalized,scientific and normalized since the reform and opening-up.Cadre education and training with the Chinese characteristics has gradually taken shape and has acquired great achievements.These achievements depend on more attention of our government and a series of supporting policies for cadre education and training.The Party and government have attached great importance to cadre education and training especially since the third Plenary session of 18th CPC Central Committee.China s cadre education and training work has experienced three development stages:the recovery period,the development period and mature period of the cadre education and training policy in the new era.The process theory of public policy provides a logical framework for explaining the development of China s cadre education and training policy.The development of China s cadre education and training policy shows that the policy principles are gradually improved,the policy concept keeps pace with the times,and the policy content has Chinese characteristics and the policy implementation is classified into different levels by applying the process theory of public policy.
