基本电网脆弱性的情景构建与应急能力评估

摘要 通过深入探究国内外电网事故原因和发生机理,全面对电网的风险点进行综合脆弱性分析,应用突发事件情景构建理论,对可能的危害进行假设和模拟,提出具体可行的对策措施,形成情景任务清单,以此对照分析现有电网应急体系现状,并对其实现应急能力评估的目的,为决策者处理电网应急事件提供综合系统思路和方法。 Through in-depth exploration of the causes and mechanisms of power grid accidents at home and abroad,this paper conducts comprehensive vulnerability analysis of the risk points of the power grid,applies emergencies scenario construction theory to make assumptions and simulations of possible hazards,and proposes specific feasible countermeasures to form a scenario task list which is used to compare and analyze the current status of the existing power grid emergency system and achieve the purpose of emergency response capability assessment,in order to provide comprehensive system ideas and methods for decision makers to handle power grid emergency events.
