摘要
借鉴NOSA五星管理等管理思想,按照"评价、改进、巩固、提高"的工作思路,2004年南网修以统一的评价标准和管理办法建立起调度工作评价体系,对保障安全生产目标实现,提升调度运行业务水平发挥了重要作用。但由于格局的变化,职能的限制,单纯的调度工作评价体系本地化承接应用存在局限,任务达标创一流等问题举步维艰。如何结合实际应用调度工作评价体系,提升系统运行管理水平,无疑是最值得深思的焦点。针对电网高质量发展的趋势,文章探索研究如何合理优化调度工作评价体系的应用设计,提升闭环管控力,在系统运行主线确保电网高质量发展。
Drawing lessons from the management ideas such as NOSA five-star management, and according to the working idea of "evaluation, improvement, consolidation and improvement", the dispatching evaluation system was established with unified evaluation standards and management methods in 2004, which plays an important role in ensuring the realization of the goal of production safety and improving the operational level of dispatching. However, due to the changes in the pattern and the limitations of functions, it is difficult for the simple dispatching evaluation system to undertake the application locally, and it is difficult to achieve first-class tasks. How to combine the practical application of the dispatching work evaluation system to improve the level of system operation and management is undoubtedly the focus worth thinking deeply. In view of the trend of high-quality development of the power grid,this paper explores and studies how to reasonably optimize the application design of the dispatching evaluation system, enhance the closed-loop management and control power, and ensure the high-quality development of the power grid in the main line of the system operation.
