区域协调发展视角下高新技术产业知识溢出效应研究--以陕、甘、青、宁四省(区)对比分析为例

Research on the Knowledge Spillover Effect of High-tech Industry from the Perspective of Regional Coordinated Development——Take the Comparative Analysis of the Four Provinces of Shaanxi,Gansu,Qinghai and Ningxia as an Example

高新技术产业的知识溢出对于解决欠发达地区发展不平衡、不充分与人民需求多样性的矛盾,减少创新成本,提高技术开发能力是具有非常重要意义的。采用扩展的弗森伯格知识溢出模型,通过对陕、甘、青、宁四省区对比分析发现:在知识吸收能力方面,经济社会发展水平较高的地区,如陕西,高新技术产业知识吸收能力也很高;经济社会发展水平较低的地区,如青海,高新技术产业知识吸收能力就较差。在高新技术产业知识溢出效应方面,知识溢出效应好的地区经济社会发展水平就较高,而知识溢出效应较差的地区经济社会发展水平也较低,并且不同地区间知识溢出效应的差距正在逐年加大。为此,欠发达地区应不断提升自身区域的知识吸收能力,利用知识溢出效应,培育和发展优势产业,才能缩小与发达地区的差距,实现全面进入小康社会。

The knowledge spillover of high-tech industry is of great significance to solve the contradiction between unbalanced and inadequate development and diversity of people’s needs in less developed areas,and to reduce innovation cost and improve technology development capability as well.This study adopts the extended Fuson Berg knowledge spillover model and makes a comparative analysis of Shaanxi,Gansu,Qinghai and Ningxia.The results show that:in terms of knowledge absorption capacity,regions with a high level of economic and social development,such as Shaanxi,also have a high knowledge absorption capacity of high-tech industries.Regions with a low level of economic and social development,such as Qinghai,have a poor ability to absorb the knowledge of high-tech industries.In terms of the knowledge spillover effect of high-tech industry,the regions with good knowledge spillover effect have a higher level of economic development,while those with poor knowledge spillover effect have a lower level of economic and social development.The gap of knowledge spillover effect between different regions is increasing year by year.To this end,the less developed regions should constantly improve their knowledge absorption capacity,make use of knowledge spillover effect,cultivate and develop advantageous industries,so as to narrow the gap with developed regions and achieve a well-off society.
