渤海典型生态系统恢复机制研究

Study on the Restoration Mechanism of Typical Bohai Sea Ecosystem

针对环渤海经济发展导致的海洋生态环境恶化,环渤海地区的三省一市近年来采取了一系列海洋生态修复措施。尽管已经取得了一定成效,但六大典型生态系统的生境状况仍不乐观,仍存在陆海统筹的生态修复模式尚未形成、区域联动的生态修复体系尚未建立、生态修复资金来源多元化不足、生态修复的监查管控制度不完善等问题。基于此,提出渤海典型生态系统修复机制建设的相关建议:建立陆海统筹、治理与修复并施的修复机制;形成区域联动,三省一市协调合作机制;拓宽融资渠道,探索多元化融资机制;完善监查体系,强化监督考核机制。以期为渤海未来生态修复机制的构建提供有益参考。

In response to the deterioration of the marine ecological environment caused by the economic development of the Bohai Rim,three provinces and one city in the Bohai Rim region have adopted a series of marine ecological restoration measures in recent years to restorate and protecte the six typical ecosystems including Shuangtaizi Estuary Ecosystem,Bohai Bay Ecosystem,Luanhekou-Beidaihe Ecosystem,Laizhou Bay Ecosystem,Yellow River Estuary Ecosystem and Jinzhou Bay Ecosystem.Although some achievements have been made,the ecological environment of the six typical ecosystems is still not optimistic.In order to consolidate the achievements of the restoration of the marine ecological environment and further promote the continuous improvement of the ecological environment of the Bohai Sea,the study will analyze the state of the ecological environment of the Bohai Sea,review the existing measures and effects of the restoration of the six typical ecosystems of the Bohai Sea.And on this basis,the study will analyze the deficiencies of the restoration work of the Bohai ecological environment,and then put forward relevant suggestions about the restoration of the typical ecosystem of the Bohai Sea,with a view to providing a useful reference for the construction of ecological restoration mechanism of the Bohai Sea in the future.
