治理理论视野下城市社区公共文化服务体系的构建——以保定市M社区为例

Construction of Public Cultural Service System in Urban Communities From the Perspective of Governance Theory——A Case Study of M Community in Baoding City

城市社区公共文化服务体系的构建对于城市社区建设有着重要意义。保定市M社区在构建城市公共文化服务体系上取得了显著成绩,积累了很多经验,包括坚持社区党委领导、以政府购买社区服务的方式引入专业的社会组织、始终遵循社会工作助人自助的基本理念、成立社区自组织等。构建并完善城市社区文化服务体系,应从加强对城市社区公共文化服务的资金保障力度、建立健全公共文化服务供给中的部门间协同联动机制以及继续培育文化类社区自组织等方面着力。

The construction of urban community public cultural service system is of great significance to the construction of urban community. Baoding M Community has made remarkable achievements in the construction of urban public cultural service system and accumulated a lot of experience, including adhering to the leadership of the community Party committee, introducing professional social organizations through the way of government purchasing community services, always following the basic concept of helping others to help themselves in social work, and establishing community self-organization. Based on the current problems faced by M Community in the construction of urban community culture, this paper puts forward suggestions on strengthening the financial guarantee of urban community public cultural services, establishing and improving the inter-departmental coordination and linkage mechanism in the supply of public cultural services, and continuing to cultivate the self-organization of cultural communities.
