我国社区治理的成效、困境及水平提升——以“新冠肺炎”突发公共卫生事件为例

Community Governance Effect,Dilemma and Improvement:A Case Study of COVID-19 Public Health Emergency

"新冠肺炎"疫情发生以来,我国疫情防控力量向社区持续集结,社区治理成效显著。形成多元治理主体合作的社区治理模式、共识与自觉兼顾的社区治理理念、共治与自治相结合的社区治理方式、传统与现代融合的社区治理技术、多元与个性结合的社区服务内容。但在"新冠肺炎"疫情防控中,社区治理仍存在政策要求与落实程度不一、治理资源短缺、治理人员储备不足、治理体系不健全、治理标准缺失等诸多困境。随着疫情防控常态化,应采取正确落实治理政策、把握社区治理的"度";整合社区治理资源、创新社区治理手段;充分吸纳社会主体、实现多元共治格局;健全社区治理体系,厘清治理主体权责;完善社区治理标准,促进社区科学治理等对策来提升社区治理水平。

Since the outbreak of COVID-19,China epidemic prevention and control force has been continuously concentrated to the community and the community governance has achieved remarkable effects: bringing about the community governance mode of multi-governance-subject cooperation,the community governance concept of combined consensus and self-consciousness,the community governance pattern of combined co-governance and self-governance,the community governance technology of integrated traditional and modern ones,and the service content of combined diversity and personality. But during the COVID-19 prevention and control,community governance still faces such dilemmas as the difference between policy requirements and actual implementation,shortage of governance resources,insufficient management personnel reserve,imperfect governance system and lack of governance standards. With the normalization of epidemic prevention and control,such countermeasures should be taken to improve community governance levels as correctly implementing governance policies and grasping the "degree " of community governance, integrating community governance resources and innovating community governance means,fully absorbing social subjects and realizing multi-governance pattern,perfecting community governance system and clarifying the responsibilities of the governance subject,and perfecting community governance standards and promoting scientific community governance.
