摘要
担当作为是干部的基本素养,也是新时代完成新使命的要求。建立完善的正向激励机制是激发干部担当作为的重要手段。但是,乡镇干部正向激励存在诸多问题:晋升发展受限制,薪酬激励不到位,精神关怀不重视,激励执行不到位等。强化乡镇干部正向激励,要理顺体制、多措并举,破解“难为”困境,鼓足“想为”动力,优化“敢为”环境,增强“善为”本领。
Shouldering responsibility is one of basic qualities of cadres and the demand of a new mission in a new age.Establishing a sound positive incentive mechanism is an important tool to inspire shouldering responsibility.However,there are a lot of problems in positive incentive mechanism for township cadres,limited advancement,inadequate compensation incentives,ignoring spiritual care,and executing incentive policy improperly.To reinforce positive incentive mechanism for township cadres,we must improve the system and take a variety of measures in order to resolve the difficulties in shouldering responsibility,increase motivation of willingness to do,optimize the environment of daring to do,and enhance capacity of doing well.
