国际比较视角下《海关统计进出口主要商品目录》完善研究

Research on the Catalogue of Principal Import and Export Commodities for Customs Statistics from the Perspective of International Comparison

2018年以来,中国海关推出了海关统计在线查询系统等便利化举措,极大优化了数据服务模式。与之相伴,《海关统计进出口主要商品目录》所承载的数据查询功能被弱化,而其反映国家贸易结构、服务进出口监测预警等功能需要更加突出,对其进行系统性、结构性修订的时机已经成熟。2019年,海关总署统计分析司对《目录》进行了全面修订完善。本文回顾了《目录》发展演变情况,以日本海关同类目录为参照,对比了两国《目录》的异同,分析了《目录》完善方向,总结了2020版《目录》修订工作情况及成果,并提出今后工作建议。

Since 2018, China Customs has introduced facilitation measures such as customs statistics online query system, which has greatly optimized the data service model. While the data query function provided by the Catalogue of Principal Import and Export Commodities for Customs Statistics has been weakened continuously, its function on reflecting the country’s trade structure, statistical monitoring and early warning is becoming more outstanding. The opportunity is ripe for a systematic and structural revision. In 2019, the Statistics and Analysis Department of the GACC comprehensively revised and improved the Catalogue. This paper reviews the development and evolution of the Catalogue, analyzes the existing problems of the Catalogue 2019 with reference to similar catalogues of the Japanese Customs, summarizes the work and results of the revision of the Catalogue 2020 and proposes suggestions for future work.
