法安天下德润人心——新时代德治与法治并举建设的思考

On the Construction of the Rule of Virtue and the Rule of Law in the New Era

党的十九届四中全会上通过的《决定》中强调了“坚持和完善中国特色社会主义法治体系,提高党依法治国、依法执政能力”[1]同时“坚持以社会主义核心价值观引领文化建设制度”[2]。表明新时代背景下全面依法治国进程中德治与法治的重要作用。文章从德治与法治的概念、异同处,两者并举建设的必要性以及有机结合的实现路径三部分进行分析,突出道德建设与法治建设并举的重要性,凸显二者在新时代中国特色社会主义建设中的重要作用。

The decision adopted at the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China emphasizes"adhere to and improve the legal system of socialism with Chinese characteristics,improve the ability of the party to govern the country according to law";at the same time,"adhere to the socialist core values leading the cultural construction system".It shows the important role of rule of virtue and rule of law in the process of comprehensive rule of law in the new era.This paper analyzes the concept,similarities and differences between the rule of virtue and the rule of law,the necessity of both construction and the realization path of organic combination,highlighting the importance of both moral construction and the construction of the rule of law and the important role of both in the construction of socialism with Chinese characteristics in the new era.
