福建省木材加工业生态转型评价研究 被引量:2

Study on the Ecological Transformation Evaluation of Wood Processing Industry in Fujian Province

摘要 随着生态环境问题日渐严峻,木材加工业实现生态转型成为产业发展的必然选择。推动木材加工业生态转型的首要问题是要对木材加工业生态转型水平做出客观有效的评价。文章以福建省作为研究区域,基于DPSIR系统模型,从驱动力、压力、状态、影响和响应五个方面,构建木材加工业生态转型综合评价指标体系,并采用熵权TOPSIS法对2009~2018年福建省木材加工业生态转型水平进行测定与分析。研究结果发现:(1)福建省木材加工业生态转型整体发展趋势良好,但仍未达到优秀水平,还有巨大的提升空间。(2)驱动力系统、压力系统和状态系统基本呈现稳步快速的发展趋势,是木材加工业生态转型发展较快的主要原因;影响系统和响应系统发展趋势波动性强,对生态转型的促进作用不稳定。(3)从各个具体评价指标看,代表驱动力的森林蓄积量和技术创新,代表环境压力的各类污染物排放,代表状态系统的木材加工业劳动生产率、工业增加值、企业经营业绩和管理水平、资源利用率,代表经济影响的木材加工业总产值,代表政策响应的木材加工业固定资产投资、林业生态投资额、工业污染治理投资额及R&D经费投入占比,都是促进木材加工业生态转型的主要因素。在深入分析木材加工业生态转型特点的基础上,文章提出了促进福建省木材加工业生态转型和可持续发展的对策建议。 With the increasingly serious problems of ecological environment, wood processing industry to achieve ecological transformation has become an inevitable choice for industrial development, while the primary problems of that is to make an objective and effective evaluation in promoting the ecological transformation. Taking Fujian Province as the study area, based on DPSIR system model, the comprehensive evaluation index system of that was constructed from fi ve aspects, including driving force, pressure, state, impact and response. The entropy weight TOPSIS method was used to measure the ecological transformation level in Fujian Province from 2009 to 2018. The results showed that:(1)the overall development trend is good, but it has not reached the excellent level yet, there is still huge development space.(2)The driving force system, pressure system and state system basically show a steady and rapid development trend, which are the main reason for the rapid development of the ecological transformation of the wood processing industry.The development trend of the influencing system and responding system fluctuates greatly, and the promoting effect on ecological transformation is not stable.(3)From the viewpoint of each specific evaluation index, forest accumulation and technological innovation, which represent the driving force;discharges of various types of pollution representing environmental pressures;the labor productivity, added-value of industrial, business performance and management level and resource utilization rate of the wood processing industry, which represent the state system;the gross industrial output value of the wood processing industry which represents the economic influence;investment in fixed assets of wood processing industry, forestry ecological investment, industrial pollution investment, and the proportion of R&D investment, that represents the policy response;these are the main factors to promote the ecological transformation of wood processing industry. Based on the in-depth analysis of the characteristics of the ecological transformation of the wood processing industry, the paper put forward some countermeasures and suggestions to promote the ecological transformation and sustainable development of the wood processing industry in Fujian Province.
